PS4 Sound volume on HDMI

Does anyone else find their PS4 has excessively loud sound volume over HDMI?
I've got my PS4 connected through an Onkyo AV receiver (same as freeview, 360, chromecast, various analog sources) and I normally have the volume at around 35-40 regardless of the source, except that when I use the PS4 I have to turn it down to 8 because the base sound volume is so much higher.
I can't find a setting in the PS4 for overall sound volume, I'm going to have another look through my AV receiver config also but I'm pretty sure there isn't anything there either.
It's possible something is mis-configured on the AV receiver but it's the first time I've used that HDMI port and I've had all sorts connected to other ports on the AV receiver and never had a problem with wayward volume.
Does anyone have any ideas?

I also have this problem using a turtle beach set up, have to turn the volume down in game in order to have it at a playable level!
