Amazon said something about pre-screening of purchases by the parents. If more parents used payment systems like this, where they are able to screen the purchases of there children, then this would be a null issue.

I have a 12 year old son and feel like I am fighting a losing battle against other parents who seem to ignore the ratings given to games and buy 16 and 18 rated games for there kids with total disregard to the content of the game.
In general retailers are good at refusing to sell inappropriate ratings to kids but I have often seen the parent take the game from the kids and pay for it themselves, in that situation the retailers are powerless.
