What film is this ?

Was talking to someone yesterday about favourite movies and quotes from them...

There's one that's doing both our heads in cause we can't remember the name of the film. Seem to think it's got Eric Stoltz and Quentin Tarantino in.

The scene we both remeber is (I think) in a cafe with (I think) Quentin giving a speech about how TopGun is a film all about being Gay. Saying things like "notice how Tom Cruise isn't interested in Kelly McGillis (sp?) until she's wearing guys clothes... and quotes like You can ride my tail anytime"

Sorry for being a bit vague but if you've seen it you'll recognise it, help this is battering my head....
