Is my Overclock settings OK or too high?

CPU Load Line Calibration = Extreme (140%)
    CPU/NB Load Line Calibration = Extreme (140%)
CPU Current Capacity = Extreme (140%)
    CPU/NB Current Capacity = Extreme (140%)
    CPU Voltage Frequency = Auto
CPU Phase Control = Extreme, Full Phase Mode

    FSB/HT 260
    Multiplier 17.5
RAM 695mhz (cheap RAM rated at 1333mhz, should I lower the FSB?)

    CPU VID 1.45
CPU Vcore (spikes up to 1.55 due to load line calibration, without it I can't get a stable overclock?)
    CPU/NB Volt 1.25
    VDDA volt 2.500

    CPU Temp 60-69 c load (prime95)
    CPU Individual cores 50-60 c load (prime95)
    Motherboard VRM temperatures 26-30 load

I am using Xigmatek Thors Hammer with dual fans. They only run at 1000 RPM, can anyone suggest a PWM LED fan that'll run up to 2000 RPM or anything decent to lower the temperatures better. The fans are letting me down.

Also any settings above you think I can lower or do without to still achieve my current frequency would be great. I am aiming for 4.5 Ghz at the moment.

    Thanks!

I decided to up the FSB instead and then the multiplier. How will a value RAM hold out? Its currently running at 1442mhz, its rated as 1333mhz.

Also, does the small memory heatsinks do much? I was going to purchase one from china, just some metal heat spreader to cool it down a tad. Because I am overclocking value RAM I don't want it to heat up, I am running it at 1.55 at the moment but may increase it to 1.6, and need something that'll just take the edge off it a bit.

Re: Is my Overclock settings OK or too high?

Can anybody explain whats going on? I can't get any decent overclock without having CPU VID at 1.45 and Vcore peaking at 1.50?

    EDIT

I touched the Northbridge heatsink and it was quite hot. The VRMs was hot, but not too hot that you couldn't leave your finger on. I am leaving my case open to see if it overclocks better. Also my PSU was spewing out a lot of warm heat, I assume that's the heat coming off the VRMs and NB. Could this cause errors in prime95 and lock ups with overclocking?

Here you can find nice thread about fans:
