New monitor text really really super small

I have just been bought a new HD 16:9 U 28" display since my trusty old Dell 3007WFP finally kicked the bucket last week, and since using it the text is almost unreadable, it is not blurry it's just really super small, here is an example screenshot

I've tried messing with desktop size and position but it doesn't really do anything, the size tab sliders are all maxed out already and i can only make the desktop smaller, I've tried messing with the dpi scaling settings located elsewhere but it doesn't affect the programs I use and looks kind of ugly and screws up other applications. Could really use some advice as I can barely read the OS text (Firefox is fine since I can zoom in on websites)

Windows 7/8 doesn't play well with 4k. Switch to mac or wait for windows 9.

Or run at 1080p resolution and allow the monitor to scale. It's not great, but probably the best in the mean time.

It should be done through DPI scaling, but the majority of software (it seems) has not been designed to work properly with that function. Very little you can do, other than alter the resolution as kalniel said, but it's a bit of a pain to have a 4K monitor and run it at 1080p.
