there are mods and then there are admins. They are both different. Also whoever sets up the permissions and groups can change what users and groups can do.

And yes ..... except that admins can't override super-admin permissions. As DR said .... protected accounts.
Nope. The feature I referred to is embedded in the VB PHP code and a config file, and is not reliant on permissions stored in MySQL. With any other degree of user permission, you'd be right, but not with that one. With direct access to server files, then yes .... but that's how owners and super-admins protect themselves from erm ..... getting banned.
