It seems you have tried being reasonable and still this guy comes knocking on your door.
I suppose he could complain to your landlord but then you could just tell your landlord that no one else has complained.
Maybe he fancies your girlfriend and is just looking for excuses to try and see her face. Just hope it's your girlfriend he's after then when he knocks on your door, answer it NAKED
Or you could just ignore him. Maybe then he'll start banging louder and annoy other neighbours.
Until the landlord or other neighbours get involved I wouldn't have thought there would be a real problem with giving this a**hole some grief back eh?
maybe ask other neighbours if there is a problem with you or maybe they have a problem with him aswell.
My downstairs neighbour is a bit like that too. The thing is, he complained so much even before I moved in that my landlord stopped taking his complaints seriously. It's not like I watch TV anyway - and I tend to like listening to music with headphones. Apparently, he came up to complain at 1PM on a Sunday when my landlord was fixing something next room. Now I am sure that there would be some noise, but this sort of things happens and it's not particularly early or late.

i have a lady living downstairs who doesnt work or anything like that but thankfully she doesnt complain, even when the sky man nailed the cable in the top of her window (idiot) but i know how it feels to feel a little like a prisoner, i hear all the little noises she makes and her dog is always barking even if i fart loudly, so i do try and be quiet but i like my bass and explosion sounds lol.
i think this guy is being unreasonable and even after you try and comprimise with him, if it still isnt good enough i say crack on as long as your within the law and arent taking the mick.

Reading all of the above brings back memories/nightmares from my old days of flat/apartment living. Do yourself a favour and pick up a nice cheap house at the bottom (whenever that is) of the current house price crash (pref detached or semi)
Its nice to not have noisy basts above or below you, and also not have to creep around your living space, or worry about blasting out some surround sound when you want

As noise pollution goes, there's nothing really illegal about what you're describing. Certainly you're not breaking the law by watching a film at a reasonable volume at 6pm. Hell, if you listened to quite loud music for a bit you're not breaking the law. Whether you're disturbing the peace depends on a number of things, not least your neighbours.
As my gran has found out, it is impossibly difficult to get the law against someone making lots of noise. The guy upstairs from her often watches TV at night, and has no carpet so we can hear footsteps quite loudly. She's spoken to the council many times, but there's very little they can do about it.
What you're describing is not "excessive" noise. The acts above, though they say cover many things, are realistically going to be complaints at unsocial hours. To be honest, watching TV is not something your council is going to take seriously. If you had your surrounds up to maximum every night and were constantly being used, then he would have grounds for complaint.
Either way, he's got to prove it if he wants to take you to court over it. And one would assume that the officer would be on your side.It is then up to the judgement of the Environmental Health Officer, who will be fully trained, to determine whether or not the noise does represent a ‘statutory nuisance’, whereby the powers contained within the Noise Act 1996 and the Environmental Protection Act 1990 enables the officer to take further action in terms of issuing abatement notices and to proceed through the courts where necessary
