It amazes me that as soon as the price goes up the garages manage to increase the price over night yet when there is a price drop they wait until the new tanker delivery comes before dropping the price.
Presumably, by "the slightest little thing" you include an official Treasury document, created in the week before the pre-Budget report in which VAT was cut, and which was signed off by a senior Treasury Minister (Stephen Timms, Financial Secretary to the Treasury).

Of course, the government said it was a mistake, it was a proposal that was considered and rejected, and that it should have been removed before that document before the document was signed, but to paraphrase your own comment, that's "only if you believe" a government whose honesty pedigree includes such edifying moments as the dodgy dossier!
And you say that that proposal didn't make it is "fact". Erm, no. It's the government's version of events. But even if it has now been dropped, we don't know that it's "fact" that it was rejected when they say it was, or perhaps that it was rejected when they got caught with their pants down.
But either way, it's largely academic, IMHO. Whether Labour win the next election (by some miracle, the way things are right now), or the Tories do, you can pretty much bet taxes ARE going up, by a large amount and probably for a very long time. Exactly which taxes go up is rather more unpredictable, and there'll probably be a bit of PR manoeuvring with some going down for appearances sake, but I'd bet my front teeth that the overall tax burden will go up, will go up significantly and for at least the next full Parliament if not a lot longer.
Oh, and VAT is a pretty good candidate, as are duty of the usual candidates of booze, tobacco and fuel, and quite possibly NI too.
