Thats just common sence - I have no idea why this "non-news" is doing the rounds. Especially the ones quoting the wrong rule from the highway code !

I was almost blinded twice on the way home on Wednesday as drivers in front of me pulled away sharply and the snow piled up on their car / van blew off right into my face: it was like biking into a mini blizzard on a clear dry night
Penalty points and fines is the wrong way to go about this.
Perhaps the police should do something useful instead of cruising about trying to catch out people who ultimately need to get to work etc in this awful weather and are most probably late. Like, for example, they should get some grit and clear out the pavements. Everyone worries about the roads but people falling over due to ice is okay it seems.

No, they are the right way to deal with this.
At this time of year we all expect to have to de-ice a car before setting off first thing in the morning. We allow for it, and step out of our front doors a few minutes earlier to compensate. If there is snow then the extra time to remove that as well is only a few seconds.
Lazy drivers who don't bother to properly clear their cars are risking themselves and other road users. The roads are slippery enough without people not seeing each other at all because they only cleared a hand size patch in the centre of their windscreen, or they suddenly lose all vision because they stopped suddenly and the snow on their roof suddenly slides down and covers their windscreen.
Next you will be saying that the police should let people off having no MOT or bald tires because they are to busy to do anything about it. If the police prosecute a few people for being idiots in this weather it will remind the rest of us that we all have a duty to make sure our cars are safe at this time of year.
Everyone has a duty to be careful in these conditions, and even if every government employee spent their whole time spreading grit instead of doing what they are best at we would still have loads of ice around.
