Absolutely, pop in to any branch and they will sort you out. No charge.
If you, however, want to do more regular change or larger amounts you'd need to prove you bank with them.

I think it's fine if you bank with them, but last time I tried a direct swap at a random bank (note to coins, and nothing outrageous, probably for a fiver or tenner), I wasn't allowed because I wasn't a customer.
I think the need to prove you are with that bank depends entirely on which bank you try, which branch you are in and perhaps even which teller you get on the day.
£20-30? You don't know anyone with a change jar then? Or is is all in coppers?
Usually have to prove that you bank with said bank in order to change coins. Well this is with HSBC anyway.

I thought for 1p and 2p, the maximum was £1, just like the bags banks hand out for depositing money.
