Pakistan isn't exactly the first choice in outsourcing IT..
So no effect for most of the rest of the world, it's the people of pakistan that will suffer as the banks will have to apply for permission to securely transmit customer details etc.
Even though everytime you call a call center you seem to talk to a Pakistani person I doubt many of them are actually in Pakistan so this may not be a huge issue.
Also its only VPNs that are blocked so if you have a server outside of Pakistan you can still use TeamViewer etc to access that server and do what you want.
But on a good note they get free ring-dings!

Oh true, malaysia has sooo many call centres, but I've not heard of any big centres in Pakistan!

Mostly yes, don't forget there are about a billion people in India so have a huge workforce available and technologically they are coming along well too; At least within the cities. Bangalore is actually quite a nice place as it happens.
As for Pakistan... what an out and out stupid move/idea. Ridiculous.
