If you watch Home and Away (6pm) (not that I do), you get girls in bikinis well before the watershed, showing a lot more than Holly did. I thought it was only nipples you couldn't show pre-watershed. It wasn't like she was jiggling then about provocatively...

This is why they should take the complaints as a percentage, ie 0.00%, and nothing is done until you get at least 0.01% of viewers making a complaint.
