Kitchen scissors? Or, bend until just about to break, the layers will separate, take them apart & scratch up the data layer. But the simplest way is what wasabi suggested. You will get bits of foil stuck everywhere though...

I just shred them, but the shredder is rated for it. In years past, I just used a Stanley knife to score the dye side.
How sensitive is your data? I personally just score with a sharp knife, but then I don't have anything anyone would really be interested in. If I did, I'd get a shredder rated to destroy optical media - safe and no mess.
