Firstly; how bleeding pedantic is your housemate that they check the biodegradability of the recycled supermarket plastic bags you are using to line bins?
Second: sorry don't know much about those bags.

I noticed here in Wales that they used to be the pathetically weak biodegradeable ones up until they were forced to start charging for them a few years back.
Those new thin bags are useless...they rip and tear so easily! Not impressed. Plus they now produce 2 different sized bags on the self-checkout.
They're not compost-able, so you shouldn't use them in organic waste collection type bins, but as landfill bin liners they're fine - they will degrade over a number of years.
Yeah, this is why the council give you a roll of those very thin green liners to use in the tiny food only bins You must use bio degradable bags in those, otherwise you defeat the entire point.
It looks like Tesco did switch in 2006, but then switched back in 2011 as they were not working out..

Pretty sure I've stopped having old Tesco carrier bags disintegrate on my, we tend to keep a stack of them handy for small waste paper bins around the house and the biodegradable ones would often turn into small shards of plastic after a couple of months.

they certainly do degrade.. and have done for many years
I know this because I stored some clothes in Tesco bags in my loft about 5 years ago.. and now.. there are millions of little white flakes where the bags used to be.. and clothes everwhere.
