    I think you misunderstand how democracy works in practice

    Democracy is about getting people voted in, you do that by pandering to the largest group of people who vote. Why would you make it harder for yourself?

    They aren't set, but they are limited and manipulated to the point that a lot of people don't trust pension schemes any more.

    It is a very long term gamble however you play your pensions saving game. To not save at all though, well that isn't a gamble is it, you have to do something and give it your best shot.
