Jumps happen when webcams use still images, updating every x seconds. This is using video, like a CCTV rather than multiple stills.

they have a team of dedicated prisoners behind the wall remember - they're desparately puffing away on pedal bikes to keep the lights on and connecting bandwidth up, if they slow down they get zapped with 10000volts.
