    In the UK a couple of government ministers (Westminster) and the First Minister of Scotland can invoke the royal prerogative of mercy in order to effectively pardon someone for their crimes and get them released from prison. However, I understand that it is very rarely used.

    It is, and it's very political. The list of people Pardoned by different Presidents makes for interesting reading. Clinton, for example, pardoned Susan Rosenburg, a Weather Underground (Not the weather forecasting website) terrorist who attempted to blow up the US Capitol. She's now running fundraising for Black Lives Matter...
