Basically with any import over £18 pounds you will be charged the UK VAT rate of 17.5% on top of the value of the goods, then there are custom clearance fees and then importer fees, custom fees represent around 3% and the importer fees usually are levied around 2%, giving and average import levy of 22.5% including all fees. The post office often levy much higher clearance fees than couriers, so sometimes on expensive items that have to be levied for duty its sometimes cheaper to use international courier firms weho run and utilise only trusted brokerage companies/depts.

I was under the impression that the customs rate depends upon the type of commodity imported.
I imported a lens from Russia last week and it slipped through customs unnoticed an was well over £18.
not at all, its all luck of the draw when it customs to pulling stuff, of course there are certain products they look for, specifically imported products that are not yet available in the UK, and you can be sure they have seen 1,000's of PSP's coming in, just look at the number of UK resellers around.
If you get stuff delivered by courier then DHL/UPS collect duties on delivery, if it comes in via FedEx then its invoiced after delivery.

if it passed through german customs into the UK then it would have passed through under bond, its only the final destination customs that will levy the VAT, intermediatary customs inspections do not qualify, it will only apply to the final destination country.
If you package finally ended up in the UK then it would have been UK customs that would have levied the charges...
