    Becasue, they would want to be in control of any such contact and make sure it's either safe or taxable. Same reason they have import, immigration laws, and national security laws. These reasons are listed in the code itself (in many more words).

    I doubt that, as with most things on that list. However, someone did that at a company i used to work for. Of course they neglected the fact that it was glass and ended up in A&E followed by a serious bollocking by the manager.
