is this a budget 4850/70 ?
yep, rumoured to have 3850/3870 perfromance but running off the motherboard.
Here are more details about the FireGL V5700, the "professional" version of the card:

According to Fudzilla it will be faster than a HD3850!

I wonder if it will be faster than an HD3870(I have one of these!)?
I wonder what the prices will be? With 9800GT cards starting to appear as low as £85, it surely has to be lower than that.
The 4650/70 certainly fits the bill as a good all-rounder - low power requirements, excellent performance for proper high-ish resolution gaming, HD capability with sound via HDMI and not so expensive that a console looks more attractive. Right in the sweet spot of the market, I'd say.
Well the second link in CAT-THE-FIFTHs post said sub $150 for the HD4670. $150 is perilously close to the 9800GT as you said, once the inventive $ to £ conversion rate we get is factored in. I reckon AMD will have to launch it at about £75 to be competitive, though we don't yet know how well it performs compared to the 9800GT.

The HD4670 scores more than the HD3850 in 3DMark Vantage:
