    No. Having a crap CPU, RAM, timings, etc... are less of an influence in your end score with 3DMark03 than 3DMark01.

    System settings: ran at 200FSB with 11-2-2-2.5 timings and obviously single channel

    2.3Ghz - 3DMark01: 14835 3DMark03: 4886
    2Ghz - 3DMark01: 14310 3DMark03: 4846
    1.4Ghz - 3DMark01: 12054 3DMark03: 4723

    2.3 -> 2 a 13% difference in clock speed, '01: 3.5% difference, '03: 0.8% difference
    2 -> 1.4 a 30% difference in clock speed, '01: 15.8% difference, '03: 2.5% difference
    2.3 -> 1.4 a 39% difference in clock speed, '01: 18.7% difference, '03: 3.3% difference
