    HD 4770 - Windows Bouncing

I've just got my a HD 4770 and I've got an odd issue, I originally installed 9.9 and played tf2 for 10 mins, switch the computer off, gone out for a couple hours, and then come back to find on restart the screen kind of bounces but only when my cursor is moving around.

Dropped down to 9.8 thinking it was an odd bug and then restarted, played for at least 6 hours, switch off go to sleep and this morning its doing the same thing, I don't understand. I can still play games fine and there seems to be no bouncing there on both drivers. Just in browsers, word processors and general desktop programs it happens.
