XFX dual dvi 6800GT corrupt graphics

Corrupt graphics after installation - installed in my PC with a new 460watt Akasa PSU, immediately upon turning the PC on, the graphics are corrupted.

POST screen corrupted, windows loading corrupted, windows corrupted.
Corruption is horizontal lines of colour, rendering the whole screen unviewable.

Took the card out and looked at it, several of the screws have red gunk around them that extends onto the PCB, this gunk is plasticy.

Any idea what the problems are, and if its fixable without returning it?
