    GPU damage from power outage?

    Hi, I was playing a game when suddenly the power went out for no reasons, it was NOT a surge, but anyways it went out when my GPU was at 100%, so, when it came back on I had a problem, this to be exact: http://imgur.com/NTKETSB
    Yes this is my problem, it does that all over my TWO monitors, BUT it only starts doing that IN the desktop, I can wait in the login screen and it will be fine, but as soon as I get to my desktop, it does that.... The internet said it could be the card OR the PSU, but I dont know I feel like it could be the gpu, I uninstalled the driver but I didnt had the time to reinstall it, but uninstalling the driver didnt change a thing

    ***Update*** I went on safe mode with windows and it seems fine until now

    I don't think I've come across anything like this before but it might be worthwhile trying to reinstall GPU drivers, especially since it doesn't happen before login or in safe mode.
