Any suggestions for best (cheapest) card for this set-up? It's for 2d photo editing, no requirement for any gaming or 3d graphics. I haven't sourced any monitors yet, will depend on connectivity of GPU.

It's worth looking at available monitors to see how the connections are split on the ones you're considering, especially if you need something like a wider colour space.

If it will be for 2D photo editing then it is safe to assume that DP will be available in which case AMD GPUs would be the one suitable. If I remember correctly, anything at the level of the HD7770 should be fine performance wise.
Also, for 4k card you mean 4k overall desktop resolution across 3 x monitors or 4k each?
I believe some of the GTX 950s have triple DisplayPort outputs for around £120-130.

Can't find it at a "reputable" retailer, mind you, and you're paying a huge premium over a standard R7 250: that's basically a £50 graphics card with a £70 premium for the extra displayports.
EDIT: I've had a quick look at MST hubs but they only seem to support QHD monitors, not multiple 4k ones. So if you're convinced that 3 4k monitors is the way to go, I'm afraid you're going to be putting your hand in your pocket...
EDIT 2: this might be a better bet if it's for professional editing work rather than just messing around at home; it's from AMD's workstation range and comes with better-qualified drivers and support - to get into the professional range cards for < £150 is pretty damn good.... http://www.scan.co.uk/products/2gb-s...tible-4096x216

If you are spending £800+ on monitors, spending £130 on a graphics card is nothing.
I am sure he could have the price shaved down if he goes for a used model (pro model, none the less, with DP ports but cheaper) so in case it is not for him, will financially hurt a lot less.
I would look at the auction sites a few keep popping up other wise like Scaryjim a NVidia 950 newest card and support for 4 monitors and if you can wait could be down to 99.00 around holiday time.
