Both of those aren't very good cards tbh.
Best look more in the direction of a 9600 XT or 9800 Pro.
Take a look in our For Sale forum as there are regularly XT's and 9800 Pros floating around, or you may pick one up online for around the price you'd pay for a 5700 LE at pc world!
I think your CPU is causing the problems with HL2, the Ti4200 is a very solid card.
Those cards wouldn't really be much of an improvement (if at all). To get a decent improvement for your money, I would buy at least a 9800 Pro or a 6600GT.
However, as Norky said, it might not be the graphics card at fault - I've seen HL2 run on a Geforce 3. Exactly what problems are you having?

Im surprised the cpu is the block. what resolution are you running it at?
I've ran HL2 on my laptop with a 9200 32mb and a 1.4 Pentium M. The M is a very fast chip...don't be fooled! It ran fine with the 9200 at 1280x800.

At the mo im running an overclocked 5700LE and it runs HL2 @ 1024x768 with most settings on high.
My mates 9600Pro is the same, but scores about 300 more on 3D Mark 03. There agan, my system is overclocked and his isnt. Also, my 5700LE clocks stupidly well.
It isnt a bad card, but it really is not that great either.

If you had another hard drive (maybe borrow one for this exercise ?), put it in your system, install Windows, put the latest patches and fixes, update your driver to the latest one on the NV web site, then install HL2 and see how it runs
That will give you a much better idea as to whether the issue is something that could be solved by getting a faster graphic card - or simply 'cleaning up' your installation
If it was a clean up issue - then that is something that you need to approach cautiously - be REALLY careful not to lose your valuable data !
But, before you get ther, the 'test' I have suggested will help you nail the issue...
