    monitors dont run off psu's

the monitor port on the back of a psu acts as a staright through connection to the mains

Hmm i dont see how it sucks up all the power, it doesnt use power, it just runs through the negative without having much to do with the psu.

have a look at http://www.omegacorner.com those are tweaked drivers... comes with a handy overclocking tool!
I think there is an option to softmod your gfx card to turn it into a 9800 as well

monitors dont take ANY power from the psu plugging it in there is just like plugging a two socket adapter into your mains socket. the rad 9700 may have worked from the old psu then again it would not have been stable and theres a chance that the new card may have made the psu pop
