Error Code ?

Hi all,
Speed Demon here ! more a sports car buff than computer boffin but have a problem with a dell desk top Dimension 3100C machine which is 14 month old.
After switching it on it came up with the quote - UNMOUNTABLE BOOT PROBLEM- so I ran a service test using the F2 key, after some time it came up with error code 650F : 0244 & MSG Block 6604109.
I presume from the above the hard drive may be buggered am I correct and if so is it worth contacting dell as surely you would expect it to last more than 14 month. If I get no satisfaction do any of you computer wiz kids out there Know what is busted and have any idea what sort of cost I can expect to have it repaired ?
