Making/Getting a wbsite

Hi, my girlfriend wants a site that she can put all her writing on, articles, things she has writing for fun and during her degree in creative writing.
Thing is, i have no idea how to build a site, or get one etc.

She just wants it to advertise her work, and have it linked from her facebook page, and appear on search engines

Could anyone be kind enough to help me out, trying to keep costs to a minimum

Buy some basic hosting from someone like evo-hosting
Install Wordpress or one of the many CMS's out there
Add a theme to suit

Or what about one of the many blogging services? i've seen them offered with domain names. That way there is no management to be done and no messing about.
