New computer not posting

Ok im building a new computer and it's not posting properly

Specs

Supermicro H8dce
2 X opteron 875
4 x 1gb pc3200 ddr ecc ram
8800gt
700w fsp power supply

ok so what happens is that i press the power button and i get one beep which according to the manual means 'circuits have been reset' then i get nothing on screen and the computer appers to hang.

so far i have tried to

Swap the graphics card with a pci card : nothing
remove the memory : nothing
remove the cpu's : nothing

i have reset the cmos after each try any help would be wonder ful

i had that problem with a motherboard before xmas..
broken motherboard, almost definately.
get an RMA..

i was thinking it was a mobo. thought the board is not cheap at all ( workstation grade stuff) ahh well

I would test it once more outside of the case.
