Computer not switching on

Ok here's what i have been told.

He had the computer switched on for a few weeks straight and decided to switch it of one evening, next day when he went to switch it on the computer started, well the fans started but nothing came up on the screen. I'm thinking it's the power supply, but i am wondering if anyone has heard of the three keyboard lights that usually flash once when you switch on the computer constantly flashing till you switch it of and if so do you know what it means?

Have you tried turning it off at the socket?

Unplug the system for at least 30 seconds and then try again.

I believe he has as i told him to try that when he phoned me the other day. Also my brother told him to do the same thing.
