which fan (CPU HSF, nb fan, case fan, gfx card fan) is it though that is noisy?

and if you can't answer the above, don't even think about it...
What motherboard do you have, and assuming the fan is plugged into the motherboard, you might be able to set the bios to control its speed.
Not all motherboards work with speedfan.
And I'm happy with BIOS setting of "quiet"

This should help. I personally recommend setting all fans to 7V.
Some fans can't run at 5V, particularly those cheap one.
