Stuck in an infinate reboot

my p45t2rs has decided to go funny on me.

1st symptom: board will not boot straight away.i have to wait around 20 minutes while the standby light flashes until it goes solid on then i can start it

2nd symptom: board act's as if the power botton is being held down constantly. when i do coax some life out of it it starts posting then shuts off again. it does this constantly

Ad infinium until i get bored

i have checked all of the connections and reset the bois and nothing.

any buldging caps on mobo?, or psu fault.

caps are all solid japanese caps so there fine. i'll test the psu in the moring

tested the psu in another machine and it was fine
