I just got connected to O2 and I noticed something weird between my Belkin N router and the O2 Wireless box II.
Speedtest on these routers on average gives me :
BELKIN 15.4 0.99
O2 17.8 1.01
EH?????
Network cable being used is the same.

Noting unusual, different routers sync better than others but it's not quite that simple - some work better with certain DSLAMs for example. If you want to use the Belkin one you could use them like this: DSL-O2 router-Belkin router but using dual routers can be a bit of a problem for gaming etc. Alternatively you could disable DHCP on the Belkin one and plug a LAN port of both routers together so the Belkin should act as a wired switch/WAP.
grrr.... Should I sell this off and get a new router?
Try rebooting a few times to see if you can get it to sync higher, or see if there's a manual sync speed option but it's not a common feature on standard firmware.
What watercooled said really. It's highly unlikely two different routers will sync at the exact same speeds unless manually set, you also may find that your sync changes various times during a day, especially after a reset.
Out of the dozens of ADSL routers I've gone through, the O2 Wireless Box II aka 'Thomson SpeedTouch TG585v7' probably has the best sync, having said that however; it doesn't have the most stable connection.
Don't forget that O2 router is the one provided by the ISP so they probably picked/designed/modified it to work well with their gear.
unless the router you are using has a broadcom modem chipset (Il see if I can find the exact models)you will get lower syncs than the O2 box
