Web pages not loading.

Hi guys, hope someone here can help as I have no idea how to resolve this issue.

O.k I have recently finished my first new build.

Fractal R4
Asus PZ77-V Premium.
Samsung 830 240GB SSD
seagate barracuda 2tb hdd
8gb corsair vengeance ram
msi pe gtx 670 oc
windows 7

Also using VM 60gb cable internet.

Now all seems to be working fine, except that I have some slow loading web pages.
Sometimes a page will load instantly and another time the same page just hangs, other times a page will part load instantly and stop loading further so I am unable to scroll down the page.

Speedtest shows 62gb downloads (if and when the page loads)

And I have just noticed that if I right click and select inspect element (using Chrome now), the page instantly loads fully and I can scroll down the page normally.

So why would inspect element cause a page to fully load that otherwise wont.

I have also used Ie and Firefox and still get the same problems although I have not tried the inspect element using those.

I have been trying to solve this for three days now and I am totally lost.

Any help greatly appreciated as I am going grayer by the second.

1. whats your internet speed
2. has this problem always happened, or what changed recently?
3. does the problem happen on all sites
4. does the problem happen if you use (for example) IP addresses instead of domains?
5. do sites with large amount of graphics have more of a problem
6. have you recently ran a full anti virus scan?

3. problem seems completely random, although some sites are better than others.
4. not sure I am not too tech savvy.

6. yes, and have not really done anything to have picked one up.

In the java script console, I am getiing "Unsafe JavaScript attempt to access frame with URL", I have no idea what do do about it though or even what it means really.

Here is a complete copy of the report in the console from one page that would not load, however as I said as soon as I click inspect element and the console opens the page then fully loads:
