Intermittent restart instead of shutdown

My pc intermittently restarts when I select shut down. Sometimes I have to shutdown 3-4 times before it will shut down, other times it works first time.

Every component in my pc has been changed and I still have this issue leading me to suspect a software rather than hardware issue. Anyone have any ideas?
