    Dell optiplex 745 Core2Duo boot and rebooting issue

    I have a Dell optiplex 745 that I need to fix. It has a booting problem. I'm looking for advice on where to look next, I have my own ideas.
    When it boots it sometimes gets to BIOS, rarely gets to Windows (but it can get to windows). So it's not an OS issue. I though it was a power supply issue as the PSU could have been getting overloaded at a certain point, it might have become faulty.
    Replacement (but used) PSU and didn't solve the issue.
    Replaced motherboard (not CPU) and still the same issue. (Used Motherboard from ebay)
    I've tried with 1 stick of ram, other sticks of RAM. No CD drive, no HDD and no FDD attached too. Same issue.
    Tried different power cable and different power socket

    At the front of the optiplex 745 there is a power button board, it looks like this: https://www.refreshedelectronics.com...0-1000-235.jpg The switch you see in that image, I've tried connecting my multimeter up to it but it fails to get any reading, although the pins are so tiny and below the switch itself and don't seem to come out of the other side of the board.
    I'm thinking this board is faulty
    Thoughts? How could I test the board? unfortunately this board is connected by what looks like an old FDD connector to the mainboard and I don't know the pins it uses to send a "power on signal" down this ~20pin connector
