ECS H61H-G11 AIO PC issues and ideas

I've been given this rather nice AIO no-brand PC. I don't know whether it should be working or not.

Built with an ECS H61H-G11 v1.0 hardware board, I've now fitted an i3-3220T CPU and some RAM. Bought a Dell PSU to power it.

With no CPU / RAM, hitting the power button gets the fans going at a high speed.
With CPU / RAM fitted, fans power up but run at normal / slow speed.

Display is a 21.5" touchscreen. I get nothing from it at all, I don't know whether it has power or not - it's driven from the LVDS connection off the mainboard.

I don't get any beeps at all from the speaker.

I don't get any num lock keyboard lights.

I've tried plugging into an external monitor via the HDMI. Nothing. Maybe this only works once a OS boots and it's normal not to get anything at POST. I just don't know.

I've tried the usual things like clearing the CMOS, powering up with no external devices or headers on the board connected. Same result.

The CPU starts to get warm, so that suggests it's powered.

As the CPU is a i3-3220T picked up from CEX, I believe it should be fine. I'd hope the board supports it. ECS' site suggests it's OK and doesn't need the latest BIOS revision: http://www.ecs.com.tw/ECSWebSite/Pro...uID=24&LanID=0

I don't have the dedicated HSF required for this PC, so can't leave it powered on for very long before CPU starts getting warm, but I'd expect to see something within say 10 seconds of it firing up.

To date, I've only spent around £25 in bits (i3, RAM, power supply). I'm reluctant to spend more on it if I can't get some signs of life, but it would be a shame to throw it as it could be a nice little desktop unit.

    Any ideas?

Have you tried to remove the MB from the PC and go trough the usual troubleshooting steps in the open? (first add CPU, the add RAM, then more and more).
