Board only powers up if force via PSU switch?

So i've abit of a odd headache! The board is an msi socket 1155 z77 era board, heres the issue

It works but only if i force it on via the switch on the psu (i can only do this with an old dell psu with a momentary switch on it to force it on)

After doing this it is fine and will switch on via the normal on off switch.

However all bios data is gone, nothing is saved and all is lost the moment the power is remove from the wall, same with bios all gone and reset back again.

So ive narrowed it down to being a motherboard issue, but im unsure what is causing it, anyone have any idea?

I have already done an update on the bios which doesn't seem to have fixed it

Have you tried changed the CMOS battery? If its on its original battery it may need changing.

This. The battery retains the CMOS data and real time clock.
