Random whole system lag in small bursts!

Hey, I built myself a nice shiney new PC in November and I've been experiencing two rather frustrating problems. Reinstalling Windows (several times) has had no good outcome. I thought some of you might be able to help

    The problems:

#1 My system has small stalls for about a second or two, this happens about once every 5/10 minutes and is like when a scratched CD skips. It affects the whole system, whether it be iTunes, Winamp, NFS:Most Wanted or Photoshop.

#2 One of the front USB ports *sometimes* causes BSODs if I plug/unplug a device when the PC is on.

Any comments or suggestions are welcome.

    Cheers,

    -P

Not that I've experienced this before, but I guess the standard 'unwritten' rules apply first.

Check to see if your motherboard has any BIOS updates.
    GFX Driver Update.
    Winblows Updates
    Memory Test (memtest)
    CPU Test (SiSoft Sandra)
