It is, but thats because they don't have to worry about things like noise caused by the sockets etc. The same tech can run faster when everythnig's soldiered directly to the board with really short paths to the memory controller.
The technology for GDDR is almost completely unrelated to DDR equivalents.
Yes, hence me saying GDDR5 is more like DDR3
