Source? The Orange website clearly states 750mb fair usage limit, nothing about 'monitoring' and although it shows no extra charges that can easily just be their standard data rates thereafter.
I think they'll have to raise that limit for a lot of possible buyers to take it seriously. Their only strength is the 3G coverage and that only means you'll eat up 750mb even faster! O2 will, I'm sure, be touting their unlimited policy when the battle commences.
