They are not looking to stop file sharing, they are looking to understand it so they may come up with better solutions to mitigate the illegal file sharing.
It should provide them with a good estimation of the effectiveness of certain actions taken by companies to try reduce illegal downloads.
It is of course very difficult to say how accurate the data will be and even when you notice a reduction in file sharing you can not attribute it to 1 single factor because there is a lot more behind the thinking of the average illegal down-loader.
The EU support for net neutrality will prevent the government from passing legislation to restrict users access to the internet. ISP's, TV broadcasters, Record Labels and such need to realise that the current supply of media is not satisfactory both for availability as well as consumer cost.
Once they provide the current services in a way that suits consumers and is cost effective for us will they finally see actual reduction in illegal activity.
