    They are not looking to stop file sharing, they are looking to understand it so they may come up with better solutions to mitigate the illegal file sharing.

    It should provide them with a good estimation of the effectiveness of certain actions taken by companies to try reduce illegal downloads.

    It is of course very difficult to say how accurate the data will be and even when you notice a reduction in file sharing you can not attribute it to 1 single factor because there is a lot more behind the thinking of the average illegal down-loader.

    The EU support for net neutrality will prevent the government from passing legislation to restrict users access to the internet. ISP's, TV broadcasters, Record Labels and such need to realise that the current supply of media is not satisfactory both for availability as well as consumer cost.

    Once they provide the current services in a way that suits consumers and is cost effective for us will they finally see actual reduction in illegal activity.

    I'd roll out 200Mbps connection and ask everyone to search for BBC using google once every 2hours to don't cause 'traffic congestions'

    What are they thinking that people gonna do with 50Mbps broadband? Listen to internet radio?

    It depends, does it not, on what they inspect and what they record?

    If the police set up a roadside camera and it identifies and counts the number of Fords, Vauxhalls and BMWs, but doesn't record number plates, it's not intrusive.

    If the post office count how many letters go though a sorting office in a week, it's not intrusive.

    The latter would be intrusive if the post office recorded how many letters you got each day, and who they were from. Even more so if they opened them all and read them.

    If all an ISP is doing, at least at this stage, is identifying aggregate levels of a particular packet type, but not recording any source or destination data, how is it intrusive? Does it intrude on your privacy if the post office knows that 138 A4 brown envelopes were delivered to your street last week?

    I think that's what they mean by non-intrusive.

    The questions, for me, would be :-

    - while this sort of analysis could be non-intrusive by restricting what they record, it could potentially be turned intrusive very quickly, easily and absolutely invisibly.

    - do we trust ISPs, let alone VM (or BT) to bother telling us if they go intrusive?

    - in relation to the last bullet point, let me just say "Phorm".


    I have no doubt that this could be non-intrusive, but do we trust that it will be, and that it'll stay that way. I don't.

    Completely agree. Would like to know if they are to be 'inspecting' SSL packets, as they would effect my operations
