Why don't they try making 10mbps work, first.
Worked fine for me - e.g. downloading a Debian install CD (via Firefox on Ubuntu) was being quoted at a sustained 1.2MB/2 which surely is near as dammit rated speed. And I've had other downloads at this speed.
But after my "promotion" to 30mbps I've never seen anywhere near that - in fact I'm wondering if I've been mis-sold the old 20mbps product, because I'm able to achieve that as a download rate.
Joking aside, your point about lack of consistency is valid. I've heard tell where bloke A was getting near rated speed, and bloke B (in the next street) was getting 50% max.
When I was with VM I used to get 1/40 of the advertised speed between about 8:00 amd and 12:00pm
