Well i have not upgraded any of my PC components since last year, but id say properly every 3 years depending on the type of hardware i guess. thanks to the UK gov i have had no EMA to fund for upgrades >.<

I just upgraded my main PC earlier this year. The one before that (listed in my sidebar sys spec thingy) was in service for 6 or so years with a few upgrades (RAM/Graphics).
I didn't even bother to go for brand new parts (for the most part at least). Bought a i5 2500k, a Gigabyte Z68X-UD3H Rev. 1.3 (Ivy compatible if need be), a used Crucial M4 256GB and 32GB DDR3-1600 CL9. That ridiculous amount of RAM is the result of being effed by price hikes twice before (with DDR RAM and DDR2 RAM).
With DDR2, I just bought 2x 1GB DDR2-800 in the beginning, thinking I can upgrade later on if I need more. When the time came, I realized that DDR2 prices had pretty much tripled and that was the end of that upgrade path. This time, I just maxed out the RAM as long as DDR3 was cheap (it isn't anymore..) just to not run into this again for the next X years..
With an extra mouth to feed these days (and a similarly hungry mortgage), I tend to only do a major upgrade (mobo/CPU/PSU/RAM) every 3-4 years. In the interim I try and upgrade my GPU every 18 months or so, just to give gaming performance a bit of a boost.
When I feel like I need to.
Originally built this PC in Aug 2008. I updated the GFX card just before Brink came out (how foolish of me). I added a first generation SSD when the first OCZ drives came (I'm talking the super early first generation, around 30GB, no TRIM). And today I've just taken delivery of my SSD upgrade of which I opt for the Samsung 840 Pro 256GB. I don't see a need to replace the whole system...yet.
I went over budget by getting a 670. Looks like I won't be able to keep it for long before upgrading...
I don't plan as such but it seems to be about a 2 year cycle for big upgrades and as and when I need for the smaller things.
£800 every 2 years seems to be by big upgrade with a couple hundred spread out inbetween. It's depressing to put that down on paper but then again I spend more than that on booze over a 2 year period so...
