I don't think that's needed, and if Microsoft is trying to do that, that's its mistake. Appealing to the Android crowd is better. Sure, Microsoft needs to have a competent mobile OS, but it should build on the strengths of Windows, which include a strong an open development environment.
Microsoft is at a great position to offer the next step that straddles mobile and desktop, a mobile device which can be hooked to a monitor/keyboard/mouse and be used as a full PC. Ubuntu tried it with the Edge and failed, but Microsoft has the money to get it done, and an OS which already straddles the line.
