KB2919355 was my most recent major update. I had to manually check for updates for this to show up. It was about 887MB in size for my system. Installation required a reboot - so far I haven't seen any major changes

Installed it here a couple of days ago. The changes are so minimal I wasn't actually sure at first whether the update had completed successfully.
You must download and install KB2919442 before KB2919355.
The feature doesn't make any difference to me, I was already used to using shortcut keys to get things done but it made a difference for my family who using it. What I notice as I did a fresh Windows 8.1 today and applied the new patch was that new users created afterwards get 4 small icons for This PC, Pictures, Documents and PC Settings. Existing users will not get these four icons. The search button and power button added to start menu and Skydrive is renamed to Onedrive.
Windows Store is shown on desktop for quick access and apps now have minimise to desktop or close icon.
