Does WU now remove that problematic KB if you had it installed? Surely that should be the first thing! People's systems who are affected by this wouldn't think an update could have caused it...

to be clear, windows update problem has nothing to do with the soviet rubles depicted on the jpeg files - it's about the unicode sign for Russian currency ₽
I was affected with that problem and the only thing that i could do was reinstalling the windows, because no matter what i do(starting normally or in safe mode), the blue screen always appears in the windows loading screen. And no, not even repairing the windows worked.
And now I always made a backup image every friday.
This might be why my new laptop has sometimes been blue screening while playing youtube videos for the past week. I thought it was the Amd driver that was cuasing it, as it was "atikmdag.sys" that was listed as the cause each time. This laptop is running Windows 8.1. But I was getting the same issue on my Windows 7 desktop computer before this update was even out. I'm still suspicious of the Amd drivers here. But I've uninstalled the update to see if it stops it anyway.
I reported the blue screen issue to Amd last month (because I thought it was just the beta drivers that came out after 14.4). I don't know if it's related somehow. Anyone have any thoughts on this? Getting trouble with youtube vidoes causing blue screens sometimes on Amd drivers?
All these Micrposoft's fiascos are becoming more and more humorous. I wouldn't trust them to clean my shoes.
