If I eventually buy a 4K TV to run off my PC based media centre, 4096x2160 at 24Hz is unlikely to cut the mustard - anyone know what realistic alternatives are there in a half-height solution?
In my recent looking around, a GTX750ti was the best I could find in half height, but only seemed to be able to find that in single width which wasn't much good for my itx case. In the end, I think getting a new motherboard and an AMD FM2+ APU is my cheapest way forward.
Am hoping the next generation of GPUs will have better half height support.

There's a Sapphire low profile R7 250 out there, which is actually a bit of a con because it's really a low profile 7750 with the serial number scratched off rather than a proper R7 250. It's a good card though, and despite having a small fan-based single slot cooler the fan noise is quite reasonable even in the tight confines of a low profile matx case. It looks like XFX do a real R7 250 in low profile, but the cooler looks 1.5slot to me...
If AMD's polaris is as good as they reckon, though, we should see some stonking low profile cards over the course of the next year: if you can hold off, that is

Does it at least have HDMI 2.0a and good video decode support or is it completely pointless?
3840x2160 @ 30Hz, 4096x2160 @ 24hz over HDMI.
Not according to the above specs. Hardly surprising - none of the current gen cards have HDMI 2.0, and it needs to be implemented into the display silicon.
OTOH, I'm not sure what you're expecting to use a GT 710 for that would require 60Hz @ 4k ... you're certainly not going to get 60fps in any games out of it
