I believe Jigger's point is that AMD's card offers much better performance for the price.
OTOH we know the Polaris 10 die size is about 25% smaller than GP104, and it's not inconceivable that AMD are actually getting a decent deal on their 14nm wafers either. Plus, we don't whether RX 480 is a fully enabled Polaris 10 or not; AMD could be absorbing poor yields now in order to retain their pricing when yields improve. Plus I imagine the PCB, power delivery etc. are cheaper for a lower power card too ... all sorts of reasons why the RX 480 could be relatively cheap to produce and the GTX 1080/1070 could be more expensive.

Well I've been trotting out the high volume line for AMD for quite a while ;)
But I don't think there's a huge improvement in bank 4 buck on AMD compared to nVidia - no more than we've already seen historically and nVidia don't seem to have been threatened by that in the past so I don't think they feel threatened now either (for that reason - as I keep saying, AMD chasing volume is a much more threatening strategy than the performance of their top cards).

I don't know about the prices where you live, but here the new Nvidia cards are significantly more expensive than they usually are at launch. And the founders edition 1080 at £620 ($900) is on the cheaper side :o

Apparently the RX480 is a tad faster than an R9 Nano and consumed around 100W.
The $299 cards are meant to be cards geared towards overclocking.

So less than 2x perf/watt to Nano, but then nano was already a big improvement over the 290X/390X in perf/watt. It must be well over 3x the perf/watt compared to 290X.
TBH all the leaks so far are pretty consistent, even wrt the overclocking (if the board has an average power of 100W at stock, a 50% power target overhead seems like a reasonable estimate for a 35% overclock). I'm going to be very interested to see what these alleged beast mode 300W cards can do...

What he meant by "490" is pretty much open to conjecture. Potentially he does know something we don't, although it wouldn't be a particularly difficult something to work out - that an RX 490 graphics card is coming from AMD (see, that's not really a surprise, is it). it wouldn't be at all surprising if reps from gaming PC builders had been briefed about unannounced products.
Doesn't really tell us anything we don't know.
